Three public meetings to share information and take questions about the special election in Wyoming have been scheduled, with the first meeting August 7. There are also meetings August 14 and 21. All the referendum information sessions are at the Wyoming community center/city hall. ~ The August 7 meeting is at 10 a.m. ~ Aug 14 is at 2 p.m. ~August 21 the meeting starts at 7 p.m. Residents vote Tuesday, Aug. 27 Wyoming City Council unanimously agreed to put out a question asking taxpayers for authorization to sell debt to do road work. Wyoming’s city council established a “road account” beginning last year with pay-2013 taxes, which designates a $500,000 levy into this account.
The idea is to utilize a portion of this $500,000 annual revenue as debt service on bonding that the city wants to sell. The original financing concept was derailed when the council did not have a unanimous vote on the reconstruction bonding, which is required. The option is a popular vote, with a simple majority of residents in favor, for the financing to proceed. The approximately $2.7 million in bonding will serve to jump start long deferred city street maintenance projects, identified in the street plan. Wyoming is addressing its basic reconstruction needs and is not using this financing for “improvements” like curb and gutter or widening streets. Reconstruction refers to what’s existing, making repairs and improvements for public safety, or utility replacement. Whatever the city doesn’t spend out of the already dedicated reconstruction levy, on debt service, (assuming voters approve the debt), is dedicated for road related expenses by resolution adopted by this city council. The council is using this approach in lieu of “assessments” against individual parcel owners along project routes. Wyoming residents will go to the polling site to support or deny the bonding request Tuesday, August 27, from 7 7 a.m. to 8 p.m. Voting is at Maranatha Church. A public accuracy test of the voting machines takes place August 20.
