Wyoming Council creates accountant position, SRC recycling center project tabled to next city council meeting

The Wyoming City Council tackled mostly personnel issues at last week's council meeting. The council met minus Russ Goudge, who was excused to attend a family funeral.

The vote was 4-0 to create a bookkeeper/accountant position for the city.

City Administrator Craig Mattson presented the job description and asked to be able to hire as soon as possible, as there is money budgeted for the position. The wage and benefits expense line item is in the $60,000 plus range.

Mattson said the position will improve the workings of the financial department which has been noted in prior audits for lacking separation of duties, documentation and signatures/approvals for purchases.

Council also approved unanimously a request from Police Chief Hoppe to adopt an updated policies and procedures manual. One item was discussed at length-- the 20 minute response time for vital employees of the city. Tied to this is the fact the chief also requested an extension of time to move to Wyoming. When he was hired in 2009 he had six months to sell his home in Hudson, Wisc and this deadline has now been extended twice. In granting this latest extension, Council member Joe Zerwas observed that he sees Chief Hoppe putting in 12 to 14 hour days and there have been absolutely no problems with his job performance or availability.

Council member Linda Nanko-Yeager questioned the extra costs for the chief using the city vehicle to and from home, and said at 100 miles daily at 50 cents per mile, the city would be in its rights to request a reimbursement or reduce Hoppe's pay accordingly. Council member Zerwas did not accept this as a friendly amendment to his motion allowing the residency extension. The motion passed 3-1.

Council agreed that instead of a specific timeframe to become a city resident, staff will be expected to move to Wyoming within a "reasonable" period of time.

The fire chief asked for permission to add a probationary firefighter, bringing the roster to 29. Wyoming is allotted 33 firefighting personnel.

A request for a site plan approval for the SRC Recycling Center project was tabled. The city has not issued the conditional use permit yet and Zoning Administrator Fred Weck agreed this item was putting "the cart before the horse."

SRC will be on the next agenda July 20 for the permit and the site plan. The proposal is to add an 18,000 square foot storage space, for sorting recyclables and the new building will connect to the south side of an existing part of the center not damaged in a fire a while ago on the site. SRC is in the industrial park 26449 Fallbrook Lane.

Also, a reminder that the August 3 council meeting is changed to 5 p.m. National Night Out takes place and council wants to be finished with business by 7 p.m. or so to participate in community events.
