Shoreland zoning rules adopted, speed to be reduced along Itasca and July Avenues

Chisago City has always prided itself on caring for lakes and streams within city boundaries. As of June 9, the ShoreLand Classification System will recognizes 25 lakes and one river existing within Chisago City limits.

The purpose of ShoreLand Overlay District regulations is to preserve and enhance the quality of surface water and to preserve the economic and natural environmental values of shoreline property.

With the recent annexations into the city, School Lake and portions of Birch Lake have been added to city limits. (Note: This is the second School Lake to be added and is designated as School Lake South.) Sunrise River, from Little Comfort Lake southeast to School Lake South, and from School Lake southeast to Birch Lake, also is added to the city limits.

City Staff and Council members thank DNR Hydrologist Mike Mueller for his assistance with reviewing the shore land districts, and providing a list of all the new tributaries that will now fall under shoreland rule.

Mueller's list identified the following lakes and streams:

Natural Environment: School, Mattson, Sam, Birch, School South, Swamp, Haukenson, Bjorkman, as well as two un-named lakes Recreational Development: Martha, Ellen, Whitestone and Emily General Development: Chisago, South Lindstrom, Wallmark, Green, Comfort and Little Comfort lakes

The speed study along Itasca and July Avenues has been completed, and the results were shared with council members at last week's meeting. Deputy Police Chief Bill Schlumbohm also was present to add his comments to the study. Wyoming Township had requested the study to be completed by MnDOT in 2006 and the study was completed with no cost accrued by Chisago City. The two roads have since been paved and fall within city limits. Speed limits will be reduced.

Schlumbohm had stated that he believed 55 mph was too fast for both roads due to driveways with blind access, and curves in the road.

Schlumbohm also stated that there are steep ditches and no shoulders along Itasca Avenue.

The city has received complaints from residents about heavy truck traffic due to the gravel pit at the end of the road. Schlumbohm stated that the people that he has cited for speed violations have actually been residents on Itasca Avenue.

Signage posting the reduced 50 mph limit, along July Avenue, will be installed between the intersection "with the south Chisago City limit and the intersection with County Road 23." Itasca Avenue will be posted at 40 mph.

In Other Council Business:

Tony Peterfeso requested analysis into the property taxes of residents living on Ridge Point and Kirby Avenue, near the newly designated Regional Park Camp Ojiketa. Council concurred with the request.

Michael Hursh and Jean Holt requested a vacate order for a 60 foot ingress/egress easement located between the two properties. Council approved.

Kenneth and Cheryl Anderson requested orderly annexation of .60 acres into the city. The property has a noncompliant septic system and they would like to hook up to city sewer and water. Council approved unanimously.

The design review for the 8 x 8 lift station structures required for equipment at County Rd 36/Hwy. 8 and County Rd 80/Liberty Lane were approved.

The next scheduled meeting of the Chisago City Council is at 6:30 p.m. on Tuesday, June 23 at City Hall, located on Railroad Avenue.
